Just read some great news in the LA Times this morning  http://www.latimes.com/business/la-fi-ports13-2010mar13,0,5050733.story that port traffic is going up.  But I don't know if I'll be able to get in on any of that action.  About 2 years ago when it started slowing down I was offered a full time job with benefits, I chose to take it and am happy that I did.  But each time that my letter gets out I wish I was there.  I love putting in a day at the docks and getting to know my brothers and sisters down there.  Since I haven't worked in 2 years, have no TWIC card, can I still get a job at the casual hall?  Are TWIC cards mandatory at all terminals now?  I know some of you are probably happy that I'm one less guy at the hall to get a job, but believe me, that is where I want to be.  2 years of office work can really get a man down, I need to be out there with all of you guys, so my question to you, is can I or do I need to get my TWIC before even showing up at the casual hall?

Have you heard that the Casual Hall dispatcher has been calling No Flops early, like 6:40 and then giving out Jobs after 6:55-7:05 pm? some guy in F 4600 worked when casual hall was on letter E. This may be a friend of Dispatcher ?

CONTRACT= 8.43There shall be no favoritism or discrimination in the

hiring or dispatching or employment of any longshoremen

qualified and eligible under the Agreement.



Also The Girls in Blue Van Letters M,N,O,P have been going in and out of Dispatch Office and this seems strange? Do we all have rights or welcomed to go into Dispatch Office to get coffee ? they may be picking up work out of order?



What has happen to Dispatch in an orderly fashion based on fair order? and where is the BA or Sergeant of Arms to keep the order?



8.41First preference of employment and dispatch shall be

given to fully registered longshoremen who are available for

employment covered by Section 1 of this Contract Document

in accordance with the rules and regulations adopted by the

Joint Port Labor Relations Committee. Asimilar second pref-

erence shall be so given to limited registered men. The Joint

Coast Labor Relations Committee shall be authorized to effec-

tuate such preferences in such manner and for such times and

places as it determines in its discretion.

8.42Dispatching of men and gangs shall be under the prin-

ciple of low-man, low-gang, first-to-be-dispatched, except

where local dispatching rules provide otherwise for dispatch-

ing of special skilled men and gangs.



8.43There shall be no favoritism or discrimination in the

hiring or dispatching or employment of any longshoremen

qualified and eligible under the Agreement.



8.44Any longshoreman or dispatching hall employee

found guilty by the Joint Port Labor Relations Committee of

favoritism or discrimination or bribery shall immediately be

discharged and dropped from the registered list.
